This article examines the factors that determine whether pirates can become accepted elements in local communities to address the question of why some parts of the Somali coastline become havens for maritime piracy while other areas have not. The author contends that the main factors include a lack of infrastructure and economic development in particular areas, which can make piracy more profitable than legitimate forms of trade.
