This article examines the nuclear talks between Iran and the P5+1 in Geneva and the resulting Joint Plan of Action (JPA) that took effect on 20 January 2014. The author argues that the agreement could restrict Tehran’s nuclear program, but only if negotiators resolve open questions about its future direction, including whether Iran should be permitted to use or conduct research and development with more sophisticated centrifuges.
