This brief assesses the state of water security in Niger and the Sahel as well as the prospect of local, national, and international institutions mitigating water conflict there. In general, the author contends that robust institutions are critical in mitigating water security related conflict and that local-level changes may be more effective at addressing water security than broad national policies.
