This brief examines the policies of ten African cities on how to develop resilience to the potential effects of climate change and how these cities are affected by national and multinational climate policy frameworks. In general, the authors contend that although the cities studied have made some progress in their efforts to enhance their resilience, they are generally not effectively engaged in this policy agenda as a result of inadequate authority and resources.
