This brief discusses how the African Growth and Opportunity Act (AGOA), offering duty-free access to the US market and due to expire in October 2015, could become a driving force in African development. The author argues that AGOA needs a comprehensive strategy to form strong partnerships with trade and investment partners and should, among other things, focus on overcoming non-tariff barriers to the US market. He then offers recommendations for the African states on how to make the AGOA more efficient.
