Following the failure to agree on a resolution to move more forcefully against the government of Syria’s attacks against its political opponents in February 2012, this article investigates the UN Security Council’s task of safeguarding international peace and security. The author argues that the Council, more often than not, serves the distinct geopolitical interests of its permanent members.
