This article examines the forms of links and cooperation that exist between organized crime and terrorism. The author also examines the policy implications of these links, suggesting that to combat organized crime and terrorism, governments and law enforcement agencies should work more to understand the factors that lead to the emergence of organized crime and terrorist groups as well as the potential for cooperation between them.
