This paper explores the proliferation of strategies to use patents as tools to shape markets and compete against other actors as well as the growing complexity and uncertainty of the international patent system. The authors also discuss the different types of patent strategies used by companies and the challenges that they pose to the distribution of gains that can be made through innovation around the world.
