This brief examines the mixed legacy of a UN Commission of Inquiry's report on human rights violations in North Korea one year after its release (February 2014). It also argues that the international community should continue to put pressure on Pyongyang to improve its human rights record while also attempting to expand communications with Kim Jong-un's regime.
