This brief discusses the governance of fisheries in South Africa and the extent to which policy changes have brought about a more inclusive and equitable governance system in the country. In general, the author contends that while the policy changes that were implemented by the government were laudable, many small-scale fishers are yet to feel the tangible impact of these policies, particularly as the allocation of fishing rights in line with the new policies has been held up by procedural failures and legal challenges. The author also provides recommendations for South Africa's parliament on how to improve fisheries governance in the country.
