This paper reviews the African Peer Review Mechanism (APRM) and argues why accession to it should remain voluntary. Rather than making the APRM mandatory, the author argues that that the focus should instead be on consolidating the peer review's system among those countries genuinely committed to it. This, he goes on to say, would produce the governance reform that would make the best advertisement for accession.
