This paper examines terrorism from the perspective of the steps involved in a terrorist attack as well as what this demonstrates about the different aspects of terrorism. In particular, it examines 1) what constitutes terrorism; 2) the ways in which terrorism is intended to operate on the governments, organizations, individuals, and other actors from which terrorists seek to elicit a response; 3) the causes of terrorism and the threat it poses; and 4) how to control and prevent terrorism.
