This paper looks at the steps NPT-authorized nuclear states could take to increase the transparency of their nuclear weapons systems, particularly when it comes to the operational practices and protocols that govern how nuclear materials are managed, accounted for and ultimately dismantled. Such transparency, the paper concludes, would encourage nuclear states to take their disarmament and nonproliferation commitments more seriously.
