This paper argues that despite the extent to which the global financial sector has expanded since the foundation of the World Bank, there is still a role for the institution and that it is complementary to private finance. However, the author also claims that to fulfill its role, the bank must change and become a leader in the generation of knowledge on development. He also contends that this knowledge should drive all of the bank's lending and other support efforts.
