This paper discusses the National Governing Councils (NGCs), which act as the key national implementation instrument of the African Peer Review Mechanism (APRM), a voluntary self-assessment tool instituted by African states to promote effective governance. The author first looks at the APRM guidelines for NGCs, contending that there is a lack of firm directives on their composition, size, funding and legal status. He then provides recommendations for African countries on how they can improve the NGCs.
