This paper examines the main elements of the debates around the service sector dimension of the Transatlantic Trade and Investment Partnership (TTIP). The main argument of the paper is that the service sector dimension of the TTIP will only bring substantial welfare gains if the negotiating parties are convinced that they need to undertake domestic reforms to improve the performance of their service sectors and that TTIP is an essential instrument to buttress and boost these reforms.
