This analysis gauges the effectiveness of specifically targeted sanctions as a way to exert diplomatic pressure. In particular, it considers 1) whether this policy helped bring about the initial breakthrough in the P5+1 nuclear negotiations with Iran, and 2) if a similar approach will persuade Russia to halt its aggression in Eastern Ukraine. Finally, the analysis examines the role neutral Switzerland plays in the application of sanctions by the West.
