Following the March 31, 2015 ceasefire agreement between the Myanmar government and 16 rebel groups, this policy brief explores the obstacles to lasting peace in the country. In particular, the author discusses 1) the hurdles posed by the numerous armed ethnic groups that have varying interests; 2) the difficulty of equitably sharing resources amongst these groups; and 3) the disputes over the degree of federalism which should be implemented.
