This paper examines whether a monitoring system that uses mobile phones can be used to review the performance of teachers in adult education programs in developing countries. In particular, the authors tested this idea using a randomized trial in villages in Niger and found that, during the first year of the program, villages that used the monitoring system recorded higher student test scores than those that did not.
