This paper outlines the reasons why the EU should invest in energy-saving schemes for households in Ukraine as well as a program for such investment. The authors argue that such an investment - which would help Ukraine's poor deal with rising energy prices and the lack of modernization in the housing sector - would enhance Kyiv's energy security; create jobs in the country and stimulate investment in energy-saving projects; and deliver assistance directly to Ukraine's population, enhancing EU-Ukrainian ties. They then outline what form the EU's investment should take, including the suggestion that it should be funded primarily through a grant from the EU and its member states, alongside loan and investment funds.
