This brief examines whether Myanmar's ethnic Muslim minority, the Rohingya, poses a violent Islamist threat to the country. The brief's authors conclude that the claim is a bogus one and is being used to 1) legitimize the repression of the Rohingya, and 2) form grievances against them, which might indeed radicalize members of the group over time. Given these truths, the ball is fully in the Myanmar government's court -- it needs to address the grievances of the Rohingya minority and yet manage anti-Muslim sentiments at the same time.
