This brief synopsizes the key takeaways from a USIP-supported study on how local insurgent groups formed fluid alliances with other like-minded groups in five Afghan provinces. More specifically, the brief's author discusses 1) how these alliances came about, how they were maintained, and how long they lasted; and 2) how the commanders of insurgent groups viewed their experiences of working within such a fungible networking system.
