This brief analyzes how much non-military support (civilian capacity) the UN and regional organizations used in their peacebuilding operations up through 2015. It then reviews the post-2012 efforts by the UN and African Union to use more civilians in post-conflict peacebuilding. Finally, the brief’s authors examine some upcoming initiatives that are likely to have an impact on the ‘use more civilians’ agenda, including the UN's 2015 review of its peacebuilding architecture.
