This brief analyzes the similarities and differences between the BRICS states to help inform what policy Norway should adopt towards them and other emerging powers. The authors contend that the most important characteristic of all the BRICS countries may be that they were never fully integrated into the post-1945 world order and that they view this order with ambiguity. This is an important point to understand if Norway is to craft adequate policies towards the BRICS states. They also highlight how Russia's weakened economic and political position may lead Brazil, India and South Africa to collaborate more with one another than with Russia or China and argue that Norway's policy towards emerging powers should not be focused only on the BRICS, but also on other groupings and states.
