This brief examines the bilateral relations Norway has with each of the BRICS countries and highlights the challenges and opportunities increased cooperation presents. According to the authors, the challenges facing Norway's policy toward the BRICS lie in 1) the changing international order with the rise of BRICS states, 2) the divergence of Russian and Western views, and 3) relations with China. The opportunities they see can be found in 1) the increased cooperation on climate change, 2) building stronger political, economic and cultural links with India, and 3) emphasizing a multilateral approach to the High North.
