This paper argues that the 2014 Ukrainian crisis has not only led to a significant deterioration in Russia's relations with the West, it has also had a negative impact on the nuclear arms control situation. Indeed, the author suggests that until relations between the West and Moscow improve, there is no possibility of there being any moves towards further strategic nuclear weapons reductions. He then contends that to address this problem, what is needed are step-by-step, cautious measures targeted at restoring trust and cooperation between the West and Russia. Finally, he outlines what some of these measures could be, including the suggestion that Russia and NATO should create new communication links between their militaries to promote mutual understanding and trust.
