In light of the P5+1 negotiations with Iran over it's nuclear program, this paper looks at what the program means to the Iranian people, arguing that Western policymakers must understand this point if they are to dissuade Iran from acquiring nuclear weapons over the long haul. It then looks at how future US administrations can address this issue. Suggestions include 1) downplaying the program’s significance; 2) normalizing its presence in the global arena; and 3) encouraging Tehran to develop other high-tech industries.
