Using disaster response measures enacted by the Indian city of Surat following devastating flooding in 2006 as an example, this article looks at the importance of finding innovative ways to combat the effects of climate change. The author argues that what Surat's response shows is that in an era of political logjams, major global problems will only be solved through multi-stakeholder approaches.
