This brief advocates a new approach to conventional arms control in Europe, describes the key elements the approach would require, and highlights some of the barriers it would face. In the last case, one major impediment is the absence of a common understanding between countries on what constitutes security. To overcome these obstructions, the brief's author proposes four pillars for a new arms control regime, including a set of transparency measures and consultative mechanisms.
