This report contends that reaching an inclusive, long-term peace agreement in violence-torn Yemen won't be possible unless international and local policy-makers develop a greater understanding of the different actors involved in the conflict. To support their contention, the report's authors 1) review the origins of Yemen's civil war; 2) characterize the local actors engaged in the conflict; and 3) lay out the necessary conditions that will make a future peace agreement possible.
