This brief explores the security challenges posed by European jihadist fighters returning to their countries of origin. The authors discuss how the EU has responded to the terrorist attack which have already taken place in Europe – for instance in Paris and Copenhagen - and the controversies and differences in the ways in which EU member states have responded to terrorist activities. They also briefly address the role which the EU could play in harmonizing the legal frameworks of its member states to better fight transnational terrorism.
