This report provides an overview of the actors that would be involved in any process to bring about peace in Afghanistan as well as the connections, conflicts, rivalries and alliances that exist between these different actors. The actors include 1) Afghan politicians and civil society; 2) insurgency groups, particularly the Afghan Taliban, Haqqani Network and Gulbuddin Hekmatyar's Islamic Party; 3) international and regional actors, such as NATO, the UN, the US, Pakistan, India, Iran, Turkey, China, Russia, Central Asian states and the Persian Gulf states; and 4) militant Islamist movements in Pakistan. The authors also provide recommendations for these actors on what might facilitate an Afghan peace process.
