This report looks at the failed attempts to reform the law enforcement sector in Guinea-Bissau, which has been plagued by insufficient financing and capabilities, equipment shortages, conflicts with the military and corruption. While exploring these problems, the report’s author additionally examines the different “perceptions, logics and expectations” which external and local actors have when thinking about reform. Indeed, the differences have led to very real problems in translating international concepts of reform into local terms.
