This paper focuses on the Organization of the Islamic Conference's (OIC) efforts to ban the ‘defamation of Islam’ in the Western World between 1999 and 2011. More specifically, it traces 1) the political, historical, and human-rights context behind the attempt, and 2) the underlying circumstances and clashes that prevented the norm from being incorporated into UN human-rights legislation.
