This analysis discusses what Germany can do, as the OSCE’s chair in 2016, to facilitate the organization's near-term effectiveness. Since Berlin will not be able to solve the deep strategic confrontation between Moscow and the West, the text’s authors 1) exhort it to rebuild trust and confidence via small, practical steps; 2) work to maintain unity within NATO and the EU, which will then help create a positive and stable environment for the OSCE to operate in; and 3) within the organization, Berlin should create a dialogue-promoting balance between informal, confidential high-level meetings and open, inclusive Track 2 diplomacy.
