This brief looks at how over time the focus on humanitarian action in Northern Uganda shifted over into an emphasis on development aid. The transition largely occurred because the Ugandan government wanted to reassert its "humanitarian sovereignty" and thereby recast the situation on the ground from one of crisis to one of recovery. As part of his overall discussion, the brief's author also looks at 1) the nexus of associations that exist between humanitarianism and development; 2) the relationship between humanitarian principles and pragmatic forms of aid; and 3) the realities of humanitarian mission creep.
