This paper advocates establishing a nuclear weapon free-zone (NWFZ) in Europe. More specifically, it highlights 1) the challenges and opportunities of creating such a zone; 2) what would constitute its central provisions, including those that focus on member rights and obligations, verification mechanisms, and treaty protocols; 3) how to broaden support for an NWFZ initiative at the sub-state level; and 4) the obstacles and objections – political, organizational, and technical – that a nuclear weapon free-zone would face in Europe, including how to diffuse them.
