This brief 1) lays out the range of decisions the International Tribunal on the Law of the Sea could reach in the case commonly known as Philippines vs China, and 2) concludes that the tribunal's ruling, whatever form it takes, will likely usher in a period of heightened regional tensions. That's because the relevant players in the case will try to maximize the political mileage that the decision provides.
