This paper discusses the effects of several developments on the review of the Nuclear Non-Proliferation Treaty (NPT) in 2000, among them the impact of Indian and Pakistani nuclear weapons testing, the medium-range missile tests in India, Pakistan, Iran and North Korea, Iraq's defiance of UN Security Council resolutions and the economic collapse of Russia. It also covers the erosion of US relations with both China and Russia following NATO's 1999 bombing of Yugoslavia and the stalemate on arms control treaties in the Russian Duma and the US Senate.
