The Center for International Security and Cooperation (CISAC), part of the Freeman Spogli Institute for International Studies (FSI) at Stanford University, is a multidisciplinary community dedicated to research and training in issues of international security. CISAC – formerly the Center for International Security and Arms Control – brings together scholars, policymakers, area specialists, business people and other experts to focus on a wide range of security questions. CISAC Working Papers present policy-relevant work in progress by CISAC's permanent or visiting researchers.
