This paper analyzes US economic, technical assistance and other programs that address defense and economic adjustment objectives in Russia. The author identifies and assesses general trends in the approaches of different US government departments and government backed NGOs. The paper also provides recommendations for the US government as to how its programs in Russia might be better structured.
