This paper examines the rapid build-up of China's telecommunications network as a tool of advancing economic development. It outlines the successes of the strategy and discusses some of the problems the rapid development of telecommunications has created in the country. These problems include the growing economic gap between poor rural and wealthy city dwellers, inefficient management of the state-owned telecommunications industry, as well as political problems that might arise as a result of opening Chinese society to the market economy.
