This paper analyzes the nature of the two-way coercion between India and Pakistan since 1989 and the international environment that influences it. The author examines the sub-conventional fighting in Kashmir as well as the potential contours of a conventional war this could lead to. Moving to the nuclear realm, he examines the nuclear arsenals and strategies of the two countries, the implications of their opaque nature, the manner in which they gear up to conduct nuclear operations and the nuclear risks this implies.
