This study explains Brazilian determination to master the nuclear fuel cycle and reasons why Brazil ultimately stopped short of having a nuclear bomb. The author analyzes domestic ideas and politics in Brazil, arguing that the domestic political process was more important than international variables in shaping the country's nuclear policy.
