This paper examines the emerging structure of the international security system after the end of the Cold War. It discusses the implications of the new international system for European security and, in particular, for the security of Ukraine. The author analyzes the role of the UN and other international organizations in countering threats to global security and makes a number of recommendations for reforming the UN to meet such challenges more effectively.
