This paper assesses the size of the defense sector and the extent of demilitarization and conversion in the Russian manufacturing sector. Using information from a 1994 survey of Russian manufacturing enterprises, the authors consider a number of alternative approaches to defining and measuring the magnitude of military production and the scope of the military-industrial complex, and develop their own conceptual approach to defining demilitarization.
