This report identifies the main components of the US military enlargement strategy and outlines the arguments for nuclear weapons of various states. The author explains how the US enlargement strategy undermines nuclear arms control and inevitably leads to nuclear crises. The paper discusses the alternative strategy of military restraint and shows how it would ensure US influence for a longer time and with greater safety than the enlargement strategy.
