The author of this paper proposes what he calls the Nuclear Weapons Control Treaty (NWCT). Such a treaty would emphasize the control of nuclear weapons rather than disarmament and would highlight protection from unintended or unauthorized use of such weapons rather than their elimination. The paper outlines the five key requirements an international depository should meet and contains annexes on the current status of some key monitoring technologies.
