This paper argues that Russia’s long-term behavior, both domestic and foreign, has remained broadly consistent. To support this thesis, the text 1) explores how geography, politics and national identity continue to shape how Russians view the world, understand and organize themselves, and act; and 2) recommends ways that NATO should deal with Russia’s current foreign policy.
