This working paper presents the synthesis of the INDES (Insuring against Disruptions of Energy Supply) project, a project financed by the European Commission, and brings together the main findings after one year of work. Among the issues discussed are the security of natural gas supplies, natural gas infrastructure issues (pipeline versus liquefied natural gas), oil and transport, the impact of market liberalization on the electricity market and energy security, the geopolitics of oil and gas, and the private and social costs of energy supply disruptions.
